Restart the Vail services to load changes made to csta.conf.xml
In order to see changes made to the Vail SIP TIM configuration file, csta.conf.xml, you must restart the Vail services. You can do this quickly by restarting the VailSIPTIMsoap service. A restart of this service will stop all dependent services and then start them up in the right order.
